Publicado nesta quarta-feira (3) em Diário Oficial, Decreto que regulamenta a Lei 5.192 de 10 de maio de 2018 prevendo o cadastro estadual e a carteira de identificação de pessoas com transtorno do espectro autista (TEA). A medida garante atenção integral, pronto atendimento e prioridade no acesso aos serviços públicos e privados, em especial nas áreas da saúde, educação e assistência social.

Com o cadastro ainda é possível avançar no registro de casos em Mato Grosso do Sul, levantamento essencial para o desenvolvimento de políticas públicas. O transtorno do espectro autista faz parte das condições ocultas, chamadas assim porque podem não ser percebidas de imediato.

Para Karen Dinelly Osaki, mãe de Thiago hoje com 4 anos e diagnosticado com o transtorno aos 2, a medida é muito bem-vinda. “A gente não precisa ficar andando para cima e para baixo com o laudo na bolsa. Se você vai passear, se você vai no hospital, se você vai no comércio e você precisa de um atendimento prioritário, facilita. Como é uma carteirinha regulamentada, as pessoas levam mais a sério, às vezes até com o laudo na mão as pessoas dividam. Então acredito que a carteirinha vem aí para facilitar muito a nossa vida na rapidez no atendimento, no olhar da pessoas, no pré-julgamento”, avalia.

Os pais buscaram um diagnóstico ao perceberem diferenças entre o comportamento de Thiago e do irmão. “Ele tinha atrasos na fala, na verdade não falava nada, não olhava quando nós chamávamos, sempre fazia movimentos repetitivos, gostava de ficar girando, não interagia com ninguém. Foi aí que a gente decidiu procurar ajuda. Marcamos consultas com neuropediatras. Elas falaram que ele tinha atrasos e encaminharam para avaliação com a neuropsicóloga”, explica.

“A pessoa com transtorno do espectro autista tem uma gama de sintomas e situações individuais. Tem muito caso de criança, por exemplo, que chega no ambiente e não tem como ser identificada. Um autista nível 1 de suporte exerce a fala, se comunica, mas pode ter hipersensibilidade auditiva, ao tato, à luminosidade e uma fila pode ser o motivo que desencadeia uma crise. Com a carteirinha a própria pessoa, a mãe, o pai, avó já podem chegar, se identificar e assim os direitos dessa pessoa serem atendidos. Além disso quando há necessidade de suporte no âmbito educacional. São várias as situações”, destaca a secretária de Estado de Assistência Social e dos Direitos Humanos (SEAD), Patrícia Elias Cozzolino de Oliveira. 

Considera-se pessoa com TEA quem apresenta deficiência persistente e clinicamente significativa da comunicação e da interação sociais, manifestada por deficiência marcada de comunicação verbal e não verbal usada para interação social, ausência de reciprocidade social, falência em desenvolver e manter relações apropriadas ao seu nível de desenvolvimento.

A definição do decreto ainda inclui pessoas diagnosticadas com padrões restritivos e repetitivos de comportamentos, interesses e atividades, manifestados por comportamentos motores ou verbais estereotipados ou por comportamentos sensoriais incomuns, excessiva aderência a rotinas e a padrões de comportamento ritualizados, interesses restritos e fixos.

Os estabelecimentos públicos e privados poderão valer-se da fita quebra-cabeça, símbolo mundial das conscientização do transtorno do espectro autista, para identificar a prioridade. O cadastro de identificação será oferecido através do site da SEAD. O preenchimento dará direito à carteira de identificação da pessoa com transtorno do espectro autista (Ciptea).   

Além de documentos pessoais, foto e comprovante de residência, é preciso apresentar um laudo médico detalhando a condição. Após a análise do requerimento, a carteira será disponibilizada por meios digitais, cabendo ao interessado ou pessoa responsável fazer a impressão. O documento será oferecido de graça, com prazo de validade indeterminado e previsão de atualização a cada 5 anos.

Presidente de uma instituição chamada Pro D TEA, Naina Dibo é mãe de João Victor, adolescente de 14 anos que tem o transtorno do espectro autista. Na opinião dela o Decreto publicado hoje é um passo importante para Mato Grosso do Sul quantificar as pessoas nesta condição. “Desde 2017 a gente tá tentando avançar com políticas públicas, mas precisamos de um número. Quando fui em busca deste número percebi a diferença. Na Secretaria Municipal de Educação, por exemplo, eram atendidos 917 em 2018, na de Assistência Social eram 300 e na Sesau 1.000 autistas atendidos. Precisamos de um registro único”, ressalta.

Naina cita que atualmente são 4.600 alunos com espectro autista atendidos na Rede Municipal de Educação em Campo Grande, desde estudantes dos Centros infantis até do 9º ano. Na Rede Estadual são 3.700 alunos com TEA. De acordo com a ativista o número cresce rapidamente, mesmo ainda existindo dificuldades de acesso aos diagnósticos. “A cada 36 crianças que nascem no mundo, uma tem espectro autista. É o que diz uma pesquisa feita nos Estados Unidos e atualizada a cada dois anos”, conta.

Além do Decreto, Naina destaca outras medidas importantes tomadas pelo Governo Estadual. “O governador [Eduardo Riedel] se comprometeu com a gente, estou feliz com isso. Abriu as portas da Uems para atendimento de autistas, além de quatro centros de referência em cidades de Mato Grosso do Sul”, finaliza.
