A Secretaria de Assistência Social (SAS) deu início este mês, a duas ações importantes referentes ao principal programa de transferência de renda do Governo Federal: o Bolsa Família. A primeira ação é uma série de colóquios que acontecem até o dia 22 de março nos territórios dos 21 Centros de Referência de Assistência Social (Cras) da Capital. O objetivo é orientar técnicos das áreas de Assistência Social, Saúde e Educação quanto às condicionalidades do Bolsa Família e as atualizações relacionadas ao Programa.

Desde 2018, a Prefeitura, por meio da SAS, instituiu o Comitê Intersetorial do Bolsa Família, formado por um grupo de trabalhadores que representam as três políticas que fazem a gestão do Bolsa Família.

Até o ano passado os encontros aconteciam por região, no entanto, segundo a gerente do Cadastro Único da SAS, Viviane Brandão, a ideia em 2024 é aproximar mais as equipes, por isso os profissionais das três áreas tomaram como base os territórios dos Cras, afunilando as regiões. “Compartilhamos nosso mapeamento com a Saúde e Educação e elas identificaram as suas unidades que estão situadas nos pontos de cada Centro de Referência, como as escolas e as unidades de saúde. Esse esquema aproxima mais as equipes e a partir daí criamos um território em comum para realizar os colóquios”, explicou Viviane.

Como o número de encontros aumentou, os coordenadores das três áreas criaram grupos de profissionais apoiadores dentro de cada setor que têm a oportunidade de ajudar a repassar as informações referentes ao Bolsa Família. Além disso, foi desenvolvida uma metodologia mais ativa, de forma que os técnicos identifiquem as dificuldades e criem estratégias para ficarem mais próximos das famílias.

“Por exemplo, as escolas fazem a entrega de notas a cada bimestre, é uma boa oportunidade para reunir os pais e falar sobre as condicionalidades do Bolsa, alertando as famílias para que não percam o benefício”, disse Viviane. A nova estratégia será avaliada nestes 21 encontros para que a equipe possa fazer possíveis correções no segundo semestre, nos próximos colóquios.

A ideia é que cada área avalie, dentro da realidade de seus equipamentos, a melhor forma de reunir essas famílias, retomando o protagonismo dessa rede junto às famílias beneficiárias. Com isso, os profissionais podem realizar os encaminhamentos de forma assertiva, de acordo com os critérios exigidos pelo Governo Federal para o pagamento do benefício.
Entre as condicionalidades que devem ser cumpridas pelas famílias estão a frequência escolar mínima de 60% para beneficiários de 4 a 6 anos de idade incompletos e 75% para os beneficiários de 6 anos a 18 anos incompletos que não tenham concluído a educação básica.

Já na área da saúde é obrigatório a realização de pré-natal, cumprimento do Calendário Nacional de Vacinação e o acompanhamento do estado nutricional para crianças de até 7 anos incompletos nas unidades de saúde.

Além dos colóquios, a SAS vai realizar, nos dias 26 e 27 de março, a Ação Comunitária “Conversa com o Bolsa Família”, planejada e elaborada em parceria com a Gerência da Rede de Proteção Social Básica e a Secretaria Municipal de Educação e que irá acontecer de forma simultânea, nos 21 Cras.

A campanha visa a mobilização das famílias que não cumpriram com o compromisso proposto pelo Programa Bolsa Família e que serão convocadas pela Semed, por meio de cartas dirigidas aos alunos, para comparecerem nesses dias no Cras mais próximo para realizar o atendimento e evitar o cancelamento do benefício.
Atualmente, 1.530 famílias beneficiárias do Bolsa Família na Capital estão em descumprimento de condicionalidades. No total, 57.177 famílias receberam o Bolsa Família no mês de março em Campo Grande.

 

O secretário de Assistência Social, José Mário Antunes, destacou a importância de alinhar o trabalho entre as áreas para evitar que as famílias percam o benefício. “É necessário termos o mesmo diálogo e orientar as famílias da mesma forma porque quem mais acessa esse programa são as pessoas em vulnerabilidade, por isso a importância dessas duas ações, que visam tanto preparar bem os técnicos que irão repassar informações quanto orientar essas famílias sobre as regras que devem ser obedecidas para não sofrerem cortes ou suspensões em seu benefício”, pontuou.
