Os 79 municípios de Mato Grosso do Sul podem aderir ao programa MS Ativo Municipalismo até o dia 10 de maio, com a indicação de profissional para coordenar as ações.

As prefeituras que não aderirem ao programa até o prazo determinado, poderão aderir futuramente, porém vão entrar nos próximos ciclos do calendário de ações e com isso perdem algumas etapas do plano de trabalho.

“A ideia é não deixar nenhum município de fora do programa, por isso o Governo do Estado tem uma metodologia flexível para atender a todos os municípios, sem que afete o cronograma planejado”, esclareceu Thaner Nogueira, secretário-executivo da Segem (Secretaria Executiva de Gestão Estratégica e Municipalismo), que coordena o programa.

A programação de atividades para execução do plano de trabalho terá início no dia 22 de maio, com a capacitação para o uso da plataforma, ambiente virtual onde o programa será operacionalizado.

Até o momento 58 municípios já confirmaram a adesão para participar do MS Ativo Municipalismo. Após o período de adesão dos municípios ao programa e indicações dos pontos focais, terá início a jornada de capacitação para o uso da plataforma que termina no dia 12 de junho.

MS Ativo Municipalismo

O programa do Governo do Estado de Mato Grosso do Sul apresenta um novo conceito de cooperação entre estado e municípios, e visa instituir um novo modelo de gestão pública orientada a resultados, baseada em dados e metas a serem atingidas de modo a garantir entregas melhores para a população. Com isso, o Governo e as prefeituras participam ativamente da construção de políticas personalizadas, que atendam as demandas locais e específicas de cada município.

Nesse primeiro ciclo, as áreas definidas como prioritárias são educação, infraestrutura, saúde e assistência social. Com previsão do municipalismo em diferentes fases. A primeira, conhecida como ‘municipalismo baseado em demandas’, refere-se ao repasse de recursos para os municípios a partir das demandas individuais. Na segunda, ‘municipalismo baseado em programas’, é o modelo no qual o repasse de recursos para os municípios se dá via acesso a programas estaduais.

Por fim, na terceira fase, o ‘municipalismo baseado na cooperação’, há a pactuarão de resultados, desenvolvimento de capacidades e compartilhamento de ações entre estado e municípios.

A operacionalização do programa apoia-se em uma plataforma on-line de planejamento, execução e monitoramento dos planos adotados que serão construídos a partir de um guia de ações relevantes para o enfrentamento dos desafios nos municípios.

A Segem coordena o programa MS Ativo Municipalismo, auxilia as secretarias estaduais a gerenciarem as ações e articula as políticas públicas junto aos municípios, por meio da Superintendência de Fomento ao Municipalismo.
