Governo discute soluções e impactos para servidores em encontro de dirigentes de regimes próprios

Empenhada em solucionar a questão previdenciária dos servidores de Mato Grosso do Sul, a gestão estadual esteve presente na abertura da 78ª Reunião Ordinária do CONAPREV (Conselho Nacional dos Dirigentes de Regimes Próprios de Previdência Social) na manhã desta terça-feira (27).

O encontro segue até o meio dia de quarta-feira (28), abordando temas para o aperfeiçoamento da gestão dos RPPS (Regimes Próprios de Previdência Social) de todo o Brasil.

Composto por representantes de órgãos e/ou entidades responsáveis pela gestão dos RPPS da União, dos estados, Distrito Federal e municípios, o conselho tem por finalidade promover o desenvolvimento dos RPPS, e manter permanente articulação entre o Ministério da Economia, por meio da Secretaria de Previdência e órgãos e entidades gestores de previdência.

O vice-governador José Carlos Barbosa, o Barbosinha, esteve representando o governador Eduardo Riedel no encontro. Conforme Barbosinha, o RPPS carrega direitos previstos no artigo 40 da Constituição Federal como benefícios de aposentadoria (por invalidez, compulsória, voluntária e especial) e pensão por morte aos seus segurados.

“A Previdência Social é um dos principais condicionantes da estabilidade social e do dinamismo econômico no país. Um encontro técnico com importantes quadros dos ministérios e demais entes. O trabalho do Conaprev evidencia o compromisso com os servidores públicos brasileiros, a partir do momento em que objetiva desenvolver a harmonia dos regimes próprios com o Ministério da Economia, Secretaria da Previdência, organizações e entidades gestoras”, pontuou.

Na pauta, os representantes debateram temas como “Pró-Gestão RPPS: as últimas alterações do Manual e o balanço da Comissão de 2019/2023”, “Compensação Previdenciária: a ampliação da experiência-piloto da automatização e a situação da portaria de atualização/consolidação”, “Previdência Complementar: principais projetos e impactos para os servidores”, entre outros.

Participaram da abertura, o Diretor do DRPSP/SRPC e Presidente do CONAPREV, Allex Albert Rodrigues; Diretor-presidente da Ageprev-MS (Agência de Previdência do Mato Grosso do Sul), Jorge Martins; Diretora-presidente do IMPCG (Instituto Municipal de Previdência de Campo Grande), Camilla Nascimento de Oliveira; Presidente da ADIMP/MS (Associação dos Institutos Municipais e Estadual de Previdência do Estado de MS), Deoclécio Paes da Silva; Presidente do Tribunal de Contas do Estado de Mato Grosso do Sul, Conselheiro Jerson Domingos; Deputado Estadual, Lídio Lopes; Secretário de Regime Próprio e Complementar (SRPC/MPS), Paulo Roberto dos Santos Pinto; e a Prefeita de Campo Grande/MS, Adriane Lopes.

RPPS/MS

Todos os dias estão acontecendo reuniões para definir uma solução para o RPPS do Estado, que, segundo o vice-governador, está próxima de ser alcançada. Atualmente o Governo Estadual possui cerca de 29 mil segurados inativos.

“O balanço atuarial publicado em janeiro, junto ao Relatório da Execução Orçamentária de 2023, demonstrou que no ano passado as receitas previdenciárias somaram R$ 3 bilhões. Já os pagamentos, R$ 4,9 bilhões. A conta não é fácil de ser resolvida, haja vista, a exemplo de outros estados e municípios, o regime próprio ser deficitário, fazendo com que sejam necessários constantes aportes dos cofres estaduais”, explicou.

Entretanto, Barbosinha informou que a proposta para o equacionamento do déficit financeiro e atuarial do RPPS/MS já está em andamento. O documento deve ser apresentado ao governador Eduardo Riedel e ao Conselho da Ageprev no mês de março, para somente então ser enviado à apreciação dos deputados estaduais na Assembleia Legislativa.

“A reforma da Previdência adotada em 2022, fez com que aposentados e pensionistas tivessem a contribuição para a Ageprev elevada de 11% para 14%. Para quem recebe valores como um salário mínimo, o impacto é muito grande. Então, a proposta para amenizar a pressão do desconto para os menores benefícios deve ser apresentada em março. A busca por uma solução envolve técnicos de mais de uma pasta e mostra o empenho da atual gestão em mudar a relação atual. Isso demonstra o interesse e a dedicação do nosso governador e do diretor presidente Jorge Martins em garantir a valorização dos servidores públicos que desempenharam papel essencial à sociedade”, finalizou.

Apesar do déficit, a gestão estadual vem se empenhando em encontrar uma solução para a RPPS/MS.

A pactuação com o Ministério da Previdência – com a definição de parâmetros para tentar enquadrar o déficit atuarial – possibilitou ao Estado receber certidão de adimplência do Ministério, medida essencial para que o Governo seja tido como bom pagador e prossiga autorizado a fazer convênios e receber repasses da União.

O documento é expedido com validade curta, de seis meses, para o monitoramento frequente das metas de estados e municípios pela União e também para demonstrar à União empenho dos entes públicos em mudar a relação atual.
