O Governo de SP realizou no primeiro ano do programa IntegraTietê a maior remoção de resíduos de nos rios Tietê e Pinheiros, desde 2015. Foram removidos 1,4 milhão de metros cúbicos de sedimentos, volume equivalente à carga de 99.508 caminhões basculantes. Se esses caminhões fossem enfileirados, ocupariam uma distância de quase 1.000 km – o suficiente para uma viagem de ida entre São Paulo e Brasília.
O desassoreamento é executado pelo Daee – órgão regulador de recursos hídricos do Estado. Com a retirada dos materiais (sedimentos diversos, principalmente areia, além de lixo, galhos, folhas e terra das margens no processo de erosão), o objetivo é aumentar a capacidade dos rios de absorver as chuvas, contribuindo para evitar enchentes, além de melhorar as condições dos cursos d’água.
O Departamento realiza a intervenção ao longo de 165 quilômetros do Tietê, da barragem Edgard de Souza, em Santana de Parnaíba, até a barragem de Ponte Nova, em Salesópolis. Executa, ainda, a retirada de sedimentos ao longo dos 25 quilômetros de extensão do Pinheiros, desde o canal da represa Guarapiranga até o encontro com o rio Tietê. O investimento previsto até 2026 no desassoreamento é de R$ 1,3 bilhão. Em 2023, foram aplicados R$ 145,8 milhões.
Dentro do IntegraTietê, o Daee possui ainda mais dois eixos de atuação. Um deles, a gestão de pôlderes (piscininhas), permitiu que os 12 equipamentos existentes ao longo da marginal Tietê operassem normalmente na atual temporada de chuvas. Essas estruturas entram em operação durante os temporais para evitar alagamentos nos dois sentidos da marginal. O investimento previsto no programa até 2026 é de R$ 10 milhões; apenas no ano passado, foram aplicados R$ 5,9 milhões. Ainda no combate às enchentes, o Daee realizou manutenções preventivas e corretivas nos 27 piscinões que opera na Região Metropolitana de São Paulo, que juntos podem absorver até 7 bilhões de litros d’água.
Há mais cinco estruturas desse tipo em construção atualmente. O RM-19 (córrego Jaboticabal), por exemplo, fica na divisa com São Bernardo do Campo e São Caetano do Sul e vai absorver as chuvas nas bacias do ribeirão dos Couros (que passa embaixo da via Anchieta) e do córrego dos Meninos (que faz a divisa da capital com São Caetano). Será o maior piscinão do Brasil, com capacidade para armazenar 900 milhões de litros de água de chuva – o equivalente a 360 piscinas olímpicas cheias.
Outro piscinão novo na capital é o RA-01 (córrego Antonico), que vai beneficiar a região do Morumbi, próximo ao estádio do São Paulo Futebol Clube, e o entorno de Paraisópolis. Já em Franco da Rocha, estão em obras os piscinões TG-09 (córrego Tapera Grande), EU-08 e EU-09 (ambos no ribeirão Euzébio). Eles vão armazenar águas das chuvas na própria cidade e beneficiar também toda a região.
Novas tecnologias e soluções para um problema histórico
Ainda dentro do trabalho de retirada de sedimentos do Tietê, o governo prepara uma solução para um problema de décadas: o assoreamento do rio na região da barragem de Pirapora do Bom Jesus. O grande volume de sedimentos acumulado no local não permite usar o modelo tradicional de desassoreamento. São vários impeditivos, como a falta de área disponível para o chamado bota-espera, feito às margens do rio para a secagem do material removido; o transporte exigiria o uso de tantos caminhões que provocaria forte impacto no meio ambiente e no trânsito, tanto de Pirapora quanto das cidades da região; e não há uma área próxima que seja grande o suficiente para receber tantos resíduos.
Para dar uma solução a esse problema histórico, duas frentes serão adotadas. Em 2025, o Daee iniciará uma operação de retirada de macrófitas (plantas aquáticas) e a abertura de um canal para aumentar e melhorar o fluxo de água na barragem, com a remoção de sedimentos. Essa iniciativa já trará melhorias efetivas no curto prazo tanto para as condições do rio quanto para a operação das comportas, o que vai trazer benefícios também para as cidades que ficam à frente, como Salto e Itu.
Outra solução, de médio e longo prazo, é a inclusão da remoção de sedimentos na PPP do desassoreamento, que está sendo desenvolvida pelo Governo do Estado, com o depósito dos materiais numa cava de mineração exaurida em Pirapora. Na PPP, o parceiro privado terá um prazo mais longo para a operação e, com isso, poderá investir em novas tecnologias para dar destino aos sedimentos e evitar impactos ambientais e viários.
Com essa mudança, o programa passa a adotar novas metas anuais. Em 2023, a meta atualizada ficou em 885.000 m³ de sedimentos retirados (sendo que, no ano passado, foram desassoreados efetivamente 1.159.775 m³). Os valores atualizados das metas propostas para os próximos anos são: 1.670.000 m³ em 2024; 2.696.100 m³ em 2025; e 3.017.100 m³ em 2026.
Novos parques, reflorestamento e proteção das várzeas
O terceiro eixo de atuação do Daee é focado na preservação das várzeas, a fim de garantir que o rio continue com sua área alagável protegida, uma vez que, com as chuvas fortes, as águas ocupam as margens, em um processo natural. A iniciativa visa criar opções de lazer para a população e evitar invasões e ocupações nas várzeas, o que colocaria em risco a vida dos moradores. Para isso, a ação contará com um investimento de US$ 100 milhões (R$ 500 milhões na conversão atual), com financiamento do BID (Banco Interamericano de Desenvolvimento), e benefícios diretos para 12 municípios: Arujá, Biritiba-Mirim, Ferraz de Vasconcelos, Guarulhos, Itaquaquecetuba, Mogi das Cruzes, Paraibuna, Poá, Ribeirão Pires, Salesópolis, São Paulo e Suzano.
Nas próximas semanas está prevista a visita de uma comitiva da direção do BID para a liberação dos investimentos e lançamento das licitações de obras. Alguns dos destaques são: reflorestamento de 61 hectares (mais de 85 campos de futebol); a construção de um novo núcleo do Parque Nascentes do Tietê e a renovação do núcleo existente, em Salesópolis, onde está a nascente do rio; obras que vão aumentar o tratamento de esgoto em Mogi das Cruzes, melhorando a qualidade da água do Tietê; e a retirada de sedimentos de dentro do rio na região do Alto Tietê.
Vale lembrar que, atualmente, 14,5 km2 de áreas de várzea estão protegidas por áreas verdes estruturadas, incluindo o Parque Ecológico do Tietê e os núcleos Parque Helena, Vila Jacuí e Itaim Biacica, o equivalente a 9 parques do Ibirapuera.
