A fiscalização do transporte de passageiros e de cargas nas rodovias de Mato Grosso do Sul da um salto de qualidade com Acordo de Cooperação Técnica estabelecido entre a Agência Estadual de Regulação de Serviços Públicos (Agems) e a Agência Nacional de Transportes Terrestres (ANTT).

A Agems é a primeira reguladora estadual a estabelecer a cooperação com essa abrangência, englobando o transporte de pessoas nas linhas interestaduais e internacionais, e o trânsito de cargas e de produtos perigosos.

“Nossos fiscais estão sempre nas estradas e nas rodoviárias, onde também passam o transporte interestadual e internacional. Então, para a segurança e a oferta do melhor serviço ao cidadão de Mato Grosso do Sul, vamos trabalhar em conjunto. Vamos ter autoridade para abordar todos os ônibus, independente de qual seja a origem e o destino, os caminhões de carga comum e de produtos perigosos, e verificar se está tudo regular”, detalha o diretor-presidente da Agems, Carlos Alberto de Assis.

Fiscalização, capacitação e integração

A cooperação vai possibilitar o desenvolvimento de projetos, serviços e ações de interesse comum que envolvem a integração de ferramentas tecnológicas, apoio administrativo, operacional, em treinamentos e capacitações, em inteligência e comunicação institucional e delegação de competência de fiscalização de transporte.

Na prática, o acordo permite que os fiscais da Agems abordem, fiscalizem, verifiquem a regularidade e possam autuar veículos que antes somente estavam sujeitos à fiscalização federal.

A diretora de Transportes, Caroline Tomanquevez, aponta que o uso das equipes da Agems nas operações que antes eram exclusivas da ANTT vai aumentar a capilaridade da fiscalização e o número de agentes empenhados nas operações, especialmente em localidades onde a agência federal possui uma defasagem no seu quadro de servidores.

Com o reforço da capacidade fiscalizatória, Agems e ANTT pretendem atingir alguns objetivos importantes envolvendo a qualidade e a segurança na prestação dos serviços de transporte:

  • Mitigar a ocorrência de sinistros de trânsito no transporte de passageiros;
  • Reduzir as estatísticas de mortes em sinistros envolvendo veículos de passageiros;
  • Evitar a sonegação fiscal quando da circulação de veículos clandestinos;
  • Diminuir a ocorrência de crimes como contrabando, descaminho, imigração ilegal, tráfico de drogas, armas e pessoal, dentre outros.

Cooperação ampla

O Acordo de Cooperação Técnica com a ANTT formaliza uma atuação conjunta que as duas instituições já vêm promovendo, na prática, com a troca de informações sempre que uma situação de responsabilidade da agência parceira é flagrada.

O acordo também se encaixa na política de integração da Agems com outros órgãos de segurança no trânsito, como já ocorre em convênio com a Polícia Militar Rodoviária, Polícia Rodoviária Federal e em parceria com o Detran.
